Are Vulnerable Children Being Overlooked?

Action for Children have published an on-line report which investigates whether children who are vulnerable but do not meet the criteria for statutory support, are directed to early help services.

Uses data from a Freedom of Information request to all local authorities in England, interviews with early help staff from six local authorities and with Action for Children staff.

Findings include: over 180,000 children were referred to social services but did not meet the threshold for statutory support; children were likely to be living with issues such as domestic violence or substance misuse; 1 in 4 were referred to services to help them deal with these problems, but 3 in 4 (140,000) received no such signposting.

Concludes with a number of recommendations for government and local authorities.
